Marlboro maker Philip Morris could stop selling cigarettes in UK

Tobacco giant Philip Morris has said it could stop selling cigarettes in the UK in 10 years’ time as it focuses on alternatives, such as heated tobacco.

The move would mean that the firm’s flagship Marlboro brand would disappear from British shops.

The firm also indicated it would welcome a government ban on cigarettes.

Health charity Ash said it was hard to take such claims seriously from the firm responsible for selling over a tenth of cigarettes globally.

“Philip Morris can see a world without cigarettes – the sooner it happens, the better it is for everyone,” the company said in a statement.

Philip Morris eventually expects the government to ban smoking altogether and said that “strong regulation” was needed to “help solve the problem of cigarette smoking once and for all”.

The government has already pledged to end smoking in England by 2030 as part of a range of measures to tackle the causes of preventable ill health.

In comments first reported in the Mail on Sunday, Philip Morris International’s (PMI) chief executive, Jacek Olczak, told the newspaper: “I want to allow this company to leave smoking behind.”

He added: “I think in the UK, 10 years from now maximum, you can completely solve the problem of smoking.”

‘Fine words not the solution’

However, Deborah Arnott, chief executive of campaigning health charity Action on Smoking and Health (Ash) said: “Philip Morris has claimed that it wants to see the end of smoking for years now, but how can such claims be taken seriously from a company which sells more than one in 10 cigarettes smoked worldwide?,”

She stressed that ending smoking by 2030 must be a priority for the government.

“Smoking is likely to have killed more people than Covid-19 last year in the UK,” she added.

​”Fine words from Philip Morris are not the solution – funding is needed for government-backed behaviour change campaigns to discourage smoking, and support to help smokers quit.”

Michelle Mitchell, chief executive of Cancer Research UK, also called for more efforts to persuade people not to smoke, but said the tobacco industry should be made to contribute to the cost.

She added: “We’ve heard these empty promises from the tobacco industry before and we’re concerned this move is part of an attempt by Big Tobacco to position itself as part of the solution to a smoke-free UK, all the while continuing to promote and sell lethal cigarettes here and globally.

“We know from our work supporting low and middle-income countries in the fight against tobacco industry interference, that Philip Morris’s actions globally don’t match up with their smoke-free world rhetoric.”

Philip Morris has made similar claims previously.

In 2016, Mr Olczak’s predecessor as chief executive, André Calantzopoulos, told the BBC that the firm could stop making conventional cigarettes.

And in 2018, in another BBC interview, Mr Calantzopoulos said Philip Morris wanted to phase out cigarettes as soon as possible.

Following Mr Olczak’s latest remarks, Dr Moira Gilchrist, the firm’s vice-president of strategic and scientific communications, told the BBC: “Quitting is the best option, but for those who don’t, science and technology has allowed companies like ours to create better alternatives to continued smoking.

She added that ​encouraging people to switch to alternatives, together with strong regulation, would help solve the problem of cigarette smoking “once and for all”.

“With the right measures in place, PMI can stop selling cigarettes in the UK in 10 years’ time.”

Smokers’ lobby group Forest reacted by saying that banning cigarettes was “a fool’s errand” that would not stop people smoking.

“It will simply drive the product into the hands of criminal gangs who will happily sell illicit and counterfeit cigarettes to anyone who wants them, including children,” said the group’s director, Simon Clark.

WHO’s latest report against vaping completely compromised

The World Health Organization’s just-released ‘eighth annual report on the global tobacco epidemic’ is sadly more proof that billionaire foundations are more influential on the WHO’s public health guidance than leading international scientific evidence, says Asia Pacific’s leading Tobacco Harm Reduction consumer advocacy group.

CAPHRA (Coalition of Asia Pacific Tobacco Harm Reduction Advocates) says the WHO’s latest attack on safer nicotine products, reportedly funded by Bloomberg Philanthropies, deserves the global condemnation it is receiving.

“Without any substantive evidence, WHO’s Director-General claims ‘electronic nicotine delivery systems are harmful’. It’s an outrageous statement when vaping and other safer nicotine products continue to save the lives of millions of ex-smokers across the globe,” says Nancy Loucas, Executive Coordinator of CAPHRA.

She says rather than trying to ban the world’s most effective smoking cessation tools, the WHO should be promoting their availability to adults, and progressive risk-proportionate regulatory guidelines for countries to adopt.

“Not only does WHO wrongly claim vaping is harmful, but it warns it could act as a gateway to tobacco consumption. That claim also counters current evidence which proves vaping is an extremely effective off-ramp from smoking – not an on-ramp to smoking,” she says.

WHO’s eighth annual report says ‘threats posed by new nicotine and tobacco products’ need to be tackled. It claims ‘countries around the world are making progress in the fight against tobacco but some still need to address new products such as e-cigarettes.’

“WHO completely fails to comprehend that many countries seeing falling smoking rates are the same countries that have positively regulated the adult availability of safer nicotine products. They are not mutually exclusive.

“If you want fewer people to die from cigarette use, you make safer alternatives available. It’s that simple. Sadly, too much billionaire money is now tied up discrediting vaping for the WHO to recommend Tobacco Harm Reduction guidance that will actually save lives,” she says.

CAPHRA says the WHO’s public health approach to reducing the world’s 1.1 billion smokers, and eight million annual smoking-related deaths, not only continues to fail but its target has shifted for distraction purposes.

“Despite the WHO Framework Convention of Tobacco Control being drafted years before the arrival of vaping, the WHO increasingly wants to ban nicotine products across the board. Nicotine is addictive but it’s not a killer, yet the WHO fails to differentiate between deadly combustible cigarettes and safer nicotine products. Signatory countries, and their millions of citizens desperate to quit smoking, deserve better,” she says.

CAPHRA notes that American billionaire Michael Bloomberg’s influence is now so profound that he even appears in the WHO’s 27 July media statement on its latest tobacco report. There he claims that tobacco companies’ goal is simple: ‘To hook another generation on nicotine. We can’t let this happen,’ says Bloomberg.

“Completely compromised reports like this only confirm the WHO’s reputation and relevance as a provider of global health advice has never been poorer. Over 100 million ex-smokers across the world now use safer nicotine products. The WHO should be pushing for many more, not demonizing them and their right to choose,” says Nancy Loucas.

Consumer groups in the Asia Pacific region have also launched a petition at change.org/v4v-petition that urges the World Health Organization to respect consumer rights and to stop demonizing Tobacco Harm Reduction options ahead of the next biennial meeting of the WHO Framework Convention of Tobacco Control (WHO FCTC) in November.

Otago study sends mixed messages on best quit smoking tool

/New Zealand/ A University of Otago study that claims the transition from cigarettes to vaping is not as straightforward as many think is not helpful to the many Kiwis desperate to quit smoking, says one leading Tobacco Harm Reduction Advocate.

“The process of kicking cigarettes, via vaping, is never straightforward and it does vary from smoker to smoker. However, what the University of Otago researchers fail to acknowledge is despite this, vaping remains the most effective smoking cessation tool in the world by a long shot. What’s more, ongoing personalised support is key,” says Nancy Loucas, co-director of the Aotearoa Vapers Community Advocacy (AVCA).

Ms Loucas says between 2016 and 2018, AVCA designed and ran its own Vape It Forward (VIP) programme with considerable success, achieving an 83% quit rate.

“VIF was a holistic mentoring programme for adults who had tried to stop smoking using conventional methods. It proved that holistic, wraparound support without time constraints works. There is no reason to shame someone who dual uses cigarettes and vapes before completely switching over. That’s not failure. That’s part of the journey,” she says.

AVCA says the problem with such studies and conventional smoking cessation programmes is that they are not holistic, nor do they last long enough.

“It takes time for people to switch to vaping. What worked for VIF participants was the support from their mentor, the lack of judgement, and the understanding that everyone’s journey is different due to their individual situations,” she says.

Ms Loucas says AVCA has taken every opportunity to inform various academics, health providers and the Ministry of Health of its VIF findings in recent years, but sadly the success of AVCA’s programme has largely fallen on deaf ears.

“The likes of the Health Promotion Agency, Maori health providers and District Health Boards continue to promote vaping programmes as an effective way to quit smoking, but we could be doing so much better. Unfortunately, the Ministry took away the ability for community and consumer groups like ours to run the most successful programmes,” she says.

Since the passing of the Smokefree Environments and Regulated Products (Vaping) Amendment Act 2020 those able to run and communicate smoking cessation programmes, through vaping, is heavily restricted.

“If Associate Health Minister Dr Ayesha Verrall really wants to achieve Smokefree Aotearoa, she needs to embrace the success of community programmes like Vape It Forward, not ban them. Here’s hoping the Government’s smokefree action plan, out soon, once again empowers the community to support Kiwis quitting cigarettes. That’s how New Zealand will achieve smokefree,” says Nancy Loucas.

Most of the research on cannabidiol has been in animals, and its current popularity has outpaced science. “We don’t have the 101 course on CBD quite figured out yet,” said Ryan Vandrey, an associate professor of psychiatry and behavioral sciences at Johns Hopkins University School of Medicine.

For students with generalized social anxiety, a four-minute talk, with minimal time to prepare, can be debilitating. Yet a small experiment in the journal Neuropsychopharmacology found that CBD seemed to reduce nervousness and cognitive impairment in patients with social anxiety in a simulated public speaking task.

However, a double-blind study found healthy volunteers administered CBD had little to no change in their emotional reaction to unpleasant images or words, compared to the placebo group. “If it’s a calming drug, it should change their responses to the stimuli,” said Harriet de Wit, co-author of the study and a professor in the University of Chicago’s department of psychiatry and behavioral neuroscience. “But it didn’t.”

“Our top therapies attempt to break the association between reminders of the trauma and the fear response,” said Mallory Loflin, an assistant adjunct professor at the University of California, San Diego and the study’s principal investigator. “We think that CBD, at least in animal models, can help that process happen a lot faster.” While large clinical trials are underway, psychologists say there isn’t compelling evidence yet as to whether this is a viable treatment.

A recent chart review of 72 psychiatric patients treated with CBD found that anxiety improved, but not sleep. “Over all, we did not find that it panned out as a useful treatment for sleep,” said Dr. Scott Shannon, assistant clinical professor of psychiatry at the University of Colorado, Denver and the lead author of the review in The Permanente Journal.

Sleep can be disrupted for many reasons, including depression. Rodents seemed to adapt better to stressful conditions and exhibited less depressive-like behavior after taking CBD, according to a review in Journal of Chemical Neuroanatomy. “Surprisingly, CBD seems to act faster than conventional antidepressants,” wrote one of the authors of a new review, Sâmia Joca, a fellow at the Aarhus Institute of Advanced Studies in Denmark and an associate professor at the University of São Paulo in Brazil, in an email interview. Of course, it’s difficult to detect depression in animals, but the studies that Ms. Joca and her colleagues reviewed suggested that in models of chronic stress exposure, the mice and rats treated with CBD were more resilient.

But without clinical trials in humans, psychologists say CBD’s effect on depression is still a hypothesisand not an evidence-based treatment.


“If you take pure CBD, it’s pretty safe,” said Marcel Bonn-Miller, an adjunct assistant professor at the University of Pennsylvania’s Perelman School of Medicine. Side effects in the Epidiolex trial included diarrhea, sleepiness, fatigue, weakness, rash, decreased appetite and elevated liver enzymes. Also, the safe amount to consume in a day, or at all during pregnancy, is still not known.

Recently, the F.D.A. sent a warning letter to Curaleaf Inc. about its “unsubstantiated claims” that the plant extract treats a variety of conditions from pet anxiety and depression to cancer and opioid withdrawal. Dr. Smita Das, chair of the American Psychiatric Association’s Council on Addiction Psychiatry’s cannabis work group, does not recommend CBD for anxiety, PTSD, sleep or depression. With patients turning to these to unproven products, she is worried that they may delay seeking appropriate mental health care: “I’m dually concerned with how exposure to CBD products can lead somebody into continuing to cannabis products.”

Some CBD products may contain unwanted surprises. Forensic toxicologists at Virginia Commonwealth University examined nine e-liquids advertised as being 100 percent natural CBD extracts. They found one with dextromethorphan, or DXM, used in over-the counter cough medications and considered addictive when abused; and four with a synthetic cannabinoid, sometimes called Spice, that can cause anxiety, psychosis, tachycardia and death, according to a study last year in Forensic Science International.

Earlier research found fewer than a third of 84 products studied contained the amount of CBD on their labels. Some users of CBD have also failed drug tests when the product contained more THC than indicated.

This year, 1,090 people have contacted poison control centers about CBD, according to the American Association of Poison Control Centers. Over a third are estimated to have received medical attention, and 46 were admitted into a critical care unit, possibly because of exposure to other products, or drug interactions. In addition, concern over 318 animals poured into the American Society for the Prevention of Cruelty to Animals’ Animal Poison Control Center.

Philippines Senate to lead region with progressive

“The world is watching as the Philippines Senate looks set to approve the most progressive and risk-proportionate vaping legislation in Asia Pacific. We’re hoping other countries in the region will then follow their lead,” says Nancy Loucas, Executive Coordinator of the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA).

In May the Philippines House of Representatives passed the Non-Combustible Nicotine Delivery Systems Regulation Act also known as House Bill 9007. It aims to regulate the manufacture, use, sale, distribution, and promotion of vaping, as well as heated tobacco products (HTPs).

Peter Dator, President of consumer group Vapers PH and CAPHRA member, hopes the Senate will pass the legislation by September.

He describes it as a massive turn around. The Philippines Government tried to ban the use of e-cigarettes, HTPs, and other smoke-free alternatives in 2019. Then there were proposals to raise the purchase age to 25 and ban all vape flavours other than menthol and tobacco.

“Consumer advocates in the Philippines have worked constructively with legislators and officials. They promoted the regulation of e-cigarettes as a consumer product and advocated for a purchase age of 18. They successfully argued that adult smokers keen to quit tobacco need reasonable access to safer alternatives. Also, that product safety standards are critical,” says Ms Loucas.

Mr Dator says given nearly 90,000 Filipinos die from smoking-related diseases every year, he is confident a clear majority of Senators realise just how much is at stake.

“This needs to get passed to ensure millions of Filipino smokers continue to have access to safer nicotine products. At the same time, existing vapers must maintain access to their product of choice to keep them from going back to cigarettes,” he says.

Clarisse Virgino, the Philippine representative of CAPHRA, is also hopeful the Senate is set to give its stamp of approval required to enact the legislation. She says it will go a long way to addressing the country’s stubbornly high smoking rate which sees over 16 million Filipinos still smoking combustible cigarettes.

“It’s vital this legislation gets Senate approval. It will give consumers better protection enabling them to choose genuine THR products at a reasonable price. Fair regulation will also eradicate any black markets or any sellers who are not authorized to sell THR products, prioritizing the safety of consumers,” she says.

Ms Virgino says legislation will legitimize the fact that tobacco harm reduction is a real thing, backed by science. International evidence continues to put vaping at 95% less harmful than smoking.

“I am confident that like our House representatives, our Senators have listened. Without doubt vaping has proved to be world’s most effective smoking cessation tool. Legitimizing it will go a long way to helping many more Filipino smokers quit cigarettes and protect the rights of consumers to access safer alternatives,” she says.

Ms Loucas says the Philippines adoption of best practice Tobacco Harm Reduction policies will hopefully be emulated by other Asia Pacific governments. Many suffer from desperately high smoking rates and in some countries, such as Thailand, vaping remains illegal.

“This move will only strengthen the Philippines’ independence as it shakes off any remaining vestiges of foreign influence on its public health policies. In recent years, we’ve seen American billionaires and their so-called philanthropic foundations fuelling anti-vaping sentiment around the world. It’s well established that the Philippines has been a target.

“As this landmark legislation nears its final hurdle, outside pressure will again pile on, but Senators can be confident their positive action will undoubtedly save thousands of Filipino lives,” says Nancy Loucas.

Consumer groups in the Asia Pacific region have also launched a petition at change.org/v4v-petition that urges the World Health Organisation (WHO) to respect consumer rights and to stop demonizing Tobacco Harm Reduction options ahead of the next biennial meeting of the WHO Framework Convention of Tobacco Control (WHO FCTC) in November.
